Section 3(1) in The Garo Hills Cotton Jute and Ginger Trade Regulation, 1980
(1)No person other than tribals resident in the district shall deal in or trade in cotton, jute and ginger except under a licence issued in this behalf by the District Council subject to the provisions of this Regulation.
