Section 23(1) in U.P. Jail Executive Subordinate (Non-Gazetted) Service Rules, 1980
(1)The scales of pay admissible to persons appointed to the various categories of posts in the Service, whether in a substantive or officiating capacity or as a temporary measure, shall be such as may be determined by the Government from time to time.
