Section 34(1)(a) in Bihar High Schools (Constitution, Powers and Functions of Managing Committee) Rules, 1964

(a)The Secretary shall subject to the control and direction of the committee, be responsible for the proper administration of the affairs of the Committee, and the school. He shall carry on correspondence with proper authorities on behalf of the Committee and shall perform such functions and exercise such powers as may be prescribed by these Rules or may be delegated or assigned to him by the Committee.
