Section 7(2) in The Bihar Irrigation Field Channels Act, 1965
(2)If the beneficiaries fail to keep the field channels in a proper state of repairs, the Executive Committee of the Gram Panchayat shall report the matter to the Panchayat Samiti and shall, on funds being provided by the Panchayat Samiti, make necessary repairs thereof.
