Section 7(b) in Haryana Panchayati Raj Finance, Budget, Accounts, Audit, Taxation and Works Rules, 1996
(b)due provision is ensured under each head for schemes, institution services or liabilities which it is obligatory for the Gram Panchayat, Panchayat Samiti or Zila Parishad, as the case may be, to execute, maintain or pay for in accordance with the Act or rules made thereunder or the conditions of any grant made by the Government; and
