Section 410C(2) in The Madurai City Municipal Corporation Act, 1971
(2)The [District Collector] [Substituted for the word 'Commissioner' by the Tamil Nadu Act 26 of 2000.] may, after local inspection, grant a licence with such conditions or directions, subject to such rules as may be prescribed.
