Section 6(1) in The Bengal Tanks Improvement Act, 1939
(1)Any local authority or co-operative society, or any other person who, in the opinion of the Collector, has an interest in a derelict tank, may, if authorised by the Collector by an order in writing in this behalf, take possession of such and tank and carry out the improvements specified in the notice under section 3.
