Section 100(b) in Police Regulations, Calcutta, 1968
(b)No police officer shall be permitted to interview or interrogate any prisoner in confinement in jail without the permission of the Magistrate of the district or, if the prisoner is confined in the Presidency Jail, of the Commissioner. As a rule permission to interview a convicted prisoner in jail shall not be accorded to an officer below the rank of Sub-Inspector.
