Section 7(4) in Haryana Murrah Buffalo and Other Milch Animal Breed Rules, 2002
(4)The Chairman of the Board and, in his absence, the Vice-Chairman of the Board, and in the absence of both, a person elected by members from amongst themselves, shall preside over a meeting of the Board.
