Section 292(a) in Police Regulations, Bengal , 1943
(a)Under the orders of the Central Government (i) on the occurrence of a serious affray between British soldiers and villagers, (ii) in all cases in which there is reason to suspect that an Indian has met his death at the hands of a British soldier, the investigation shall be conducted at once on the spot by the Superintendent, unless the District Magistrate himself investigates or orders a European Civil officer to investigate.
