(3)Every such licence shall expire at the end of the year in which it is granted unless for special reasons the [executive authority] [These words were substituted for the word 'chairman' by Madras Act XV of 1933.] considers it should expire at an earlier date, when it shall expire at such earlier date as may be specified therein.
