Section 344(f) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(f)Commander to Captain. - Promotion shall be by selection from officer of outstanding merit of at least four years' seniority as commander who have held command of a large foreign going merchant vessel for not less than three years.
