Section 28(1) in The Merchant Shipping (Maritime Labour) Rules, 2016
(1)An on shore complaint redressal procedure shall be followed in all Indian ports as specified by the Director General of Shipping, in consultation with the ship owners and seafarers' organisations concerned, who are parties to the Collective Bargaining Agreement as reflected in the seafarers employment agreement, where applicable.
