(f)to recommend to the State Government or otherwise of the qualifications as prescribed by the University Grants Commission or All India Council of Technical Education for different categories of teachers and non-vocational academic staff, and for a particular post in these categories, whether in the University, and prescribe additional qualifications, if any;
