(e)If the Head of any Government Department or Directorate applies to the Controller or to the Appellate Officer for a certified copy of any final order of the Controller or of the Appellate Officer, as the case may be, for any public purpose, a certified copy of such order shall be granted to such applicant on plain paper only;
