Section 53 in The Bidhan Chandra Krishi (Viswavidyalaya) Act, 1974.
53. Appointment of the first Registrar and first Comptroller. -
Notwithstanding anything contained in sections 23 and 24 the first Registrar and the first Comptroller of the University shall be appointed by the State Government for a period not exceeding three years on such terms and conditions as it thinks fit.
