- Subject to such conditions as may be prescribed, the Highway Authority shall exercise powers and discharge duties in accordance with the provisions of this Act relating to the maintenance and control of the highways, the prevention of encroachments thereon and the removal of encroachments therefrom, and matters incidental thereto.
