Section 208(1) in West Bengal Municipal Corporation Act, 2006
(1)No person shall fraudulently-(a)alter the index to any water meter or prevent any water meter from duly recording the quantity of water supplied:(b)abstract or use water before it has been recorded by a water meter set up for the purpose of recording the abstraction or use of water.
