Section 20(1) in The Orissa Veterinary Practitioners Rules, 1976
(1)No appeal, preferred to the State Government under Section 24, against the orders of the Council shall be entertained unless a fee of rupees fifty has been credited to the treasury through challan under the head "Fees for appeal cases against decision of Veterinary Council" under the minor head, "Other receipts" subordinate, to major head "110-Animal Husbandry", and the challan filed along with the appeal. After affixing the date, time and place for hearing the appeal the State Government may give at least fifteen days' notice of such date, time and place to the appellant by registered post with acknowledgement due. The State Government may pass such orders as it deems fit after hearing the appellant in person or through a duly authorised representative if he so chooses.
