Section 38(1) in The Maharashtra Borstal Schools Rules, 1965
(1)No inmate shall be eligible for release on licence under section 14 of the Act. unless he has completed a period of at least six months in the school. The Principal shall obtain the opinion of District Probation Officer regarding the suitability for discharge on licence of an inmate and place it before the Visiting Committee. The recommendations of the Committee shall state whether any society or responsible person is willing to take charge of the inmate under its or his supervision and provide work for him and whether the inmate is willing to be placed under the authority and supervision of such society or person. Cases of release recommended by the Visiting Committee shall be submitted for orders to the Inspector-General.
