Section 37(1) in The Standards Of Weights And Measures Act, 1976
(1)Before issuing a licence to make or manufacture any weight or measure to which this Part applies, the State Government shall satisfy itself that a certificate of approval of the model of such weight or measure has been granted by the Central Government under section 36.
