Section 8(1) in Bihar Electricity Regulatory Commission (Standards of Performance of Distribution Licensee) Regulations, 2006
(1)The licensee shall maintain consumer-wise record regarding Guaranteed Standards of Performance in order to give a fair treatment to all consumes and avoid any dispute regarding violation of standard.
