*SHRI NABA KUMAR SARANIA (KOKRAJHAR) : Hon. Speaker Madam, I thank you for giving me the opportunity to speak on this very important issue. It is a gruesome act of terrorist attack. And it is not the first incident of killing of innocent people by the terrorist in Kokrajhar. Since 90’s thousands of innocent people have been killed in the name of a struggle for separate Bodoland. The recent incident of terrorist attack had taken place on 5th August. The place where the incident had happened is just 10 kms away from Kokrajhar town. It is a dastardly act of violence. Terrorists killed many people belonging to Assames Adibasi tea community, Koch Rajbangshi minorities and Nepalese in the past. It is not a stray incident. A force had always been active over there to flare up communal tension. The Bodo agitationists, in order to increase their population have been attacking the people belonging to Obodo communities. It is really surprising that even after so many incidents of terrorist attack, several companies of CRPF were withdrawn just before the Assembly election. The operation against insurgent is very slow. The withdrawal of Central Forces have led to such incidents of terrorist attack. I would like to draw the attention of the Government to certain issues.
Firstly the amount of compensation should be enhanced. Rs.10 lakhs should be given to next of the kin of those who have been killed and Rs. 5 lakhs should be given to the injured.
Secondly, the entire incident should be investigated by NIA and thirdly, the CRPF companies should be redeployed.
To conclude, I thank all the members of this august House for their concern for those who have either been killed or injured in this incident. Thank you. ...(व्यवधान)

श्री गौरव गोगोई (कलियाबोर): अध्यक्ष महोदया, सबसे पहले मैं आपके प्रति धन्यवाद प्रकट करना चाहता हूं कि आपने इस महत्वपूर्ण विषय को सदन में उठाने की अनुमति देकर पूरे सदन को एक सुविधा प्रदान की, ताकि हम अपना शोक प्रकट कर सकें। मैं उन लोगों का नाम लेना चाहूंगा, जिनकी हत्या हुई - मजहर अली, सलाम अली, दंड बसुमतारी, मोनीराम बसुमतारी, तपन चक्रवर्ती। पांच अगस्त साढ़े ग्यारह से साढ़े बारह बजे के बीच बालाजान तिनियाली के साप्ताहिक बाजार में यह दुर्घटना हुई, जहां 13 लोगों की हत्या हुई और 14 लोग घायल हुए, जिनमें एक छः साल का बच्चा होटाई नाजरी भी था। महिलाएं, बच्चे तथा अन्य जो लोग अपनी आम जिंदगी गुजार रहे थे, उन पर इन उग्रवादियों ने कायरतापूर्वक हमला किया और हम इस कायरतापूर्वक किये गए हमले की जोर से निंदा करते हैं। हमारी कोकराझार के उन परिवारों के प्रति संवेदना है जिन्होंने अपने एक सदस्य को खोया है, हमारी संवेदना है उन परिवारों के प्रति जिनके परिवार का कोई सदस्य अभी अस्पताल में है। हम यह भी जानते हैं कि वह एक बहुत संवेदनशील इलाका है।
जहां पर एनडीएफबी के साथ आर्मी और असम पुलिस ज्वाइंट ऑपरेशन कर रही थी। हाल ही में दो उग्रवादियों का एक एनकाउंटर भी हुआ था, लेकिन इस एनकाउंटर के बाद भी हमारे गृह मंत्री असम में बाढ़ के आने की वजह से गए थे, लेकिन उनके आने के बावजूद भी अगर एनडीएफबी में इतना साहस है कि इंडिपेंडेंस-डे के आस-पास ऐसी एक घटना करे, जो हमने पहले कभी असम में नहीं देखी। यह जिस प्रकार का गोला-बारूद से हमला हुआ है, जिस प्रकार से साप्ताहिक बाज़ार में जा कर लोगों को शूट किया गया है, ऐसी घटना हमने पहले कभी असम में नहीं देखी। आज एनडीएफबी न सिर्फ केंद्र सरकर को बल्कि राज्य सरकार को भी चुनौती दे रही है और इसीलिए हम चाहते हैं कि आपकी तरफ से कोई ठोस कदम उठाया जाए। जो सीआरपीएफ के कैंप उठाए गए थे, 15 अगस्त के पास, उसको आप वापस स्थपित करें। जो विक्टिम्स हैं, उनको ज्यादा से ज्यादा मदद मिले। यह बहुत ही महत्पूर्ण मामला है। ...(व्यवधान)

Member has developed a very convenient memory … (Interruptions) He seems to have forgotten the fact that two years back this terrorist outfit belonged to Bodo Sangbidhik Group and they killed around 4000 people and then the State was under the rule of the Congress Government and till now no compensation was paid … (Interruptions) The people who surrendered arms before the then Government, not before this Government, they did not surrender the SLR or the sophisticated arms… (Interruptions)
On 5th of August, people from this terrorist outfit came in small groups and killed 14 people in the market place … (Interruptions) Please listen to me… (Interruptions) I did not disturb you when you were speaking and when you raise fingers against somebody, then be prepared to listen also … (Interruptions) The hon. Chief Minister of Assam has issued instructions instantly, the next very day, to pay a compensation of Rs. 5 lakhs to those who have been killed; Rs. 5 lakh to people who have been seriously injured and Rs. 2 lakh to people who lost their shops and all… (Interruptions) But I would like to request the hon. Home Minister to send necessary instructions for thorough seizure of the arms which are in their possession… (Interruptions)
