Section 28(3)(a) in National Cadet Corps (Girls Division) Rules, 1949

(a)in the case of a Junior Wing Officer, to the Inspectress of schools or the Director of Public Instruction or such other educational authority as may be specified by the State Government, who shall forward the application with her/his or its recommendation thereon to the Ministry of Defence, Government of India, who may either grant such application or reject it;
