(16)to hold examinations and to confer degrees; titles, diplomas, certificates and other academic distinctions on persons who -(a)shall have pursued an approved course of study in the University or in an affiliated college, institution, institute or centre unless exempted therefrom in the manner prescribed, and shall have passed the prescribed examinations of the University, or(b)shall have carried on research under conditions prescribed;
