Section 261(3) in Rajasthan Panchayati Raj Rules, 1996
(3)In filling the vacancies so reserved the eligible candidates who are members of the Scheduled Caste and Scheduled Tribe shall be considered for appointment in the order in which their names appear in the list prepared by the Committee, whether for direct recruitment or for promotion, irrespective of their relative rank as compared with other candidates.
