Section 4(1) in The Orissa Statistics and Economics Service Rules, 1979
(1)Government may, after the commencement of these rules, by order specify the posts created primarily for Statistical and Economic analysis work in any Department of Government to be included in any branch of the service whereupon the incumbents of such posts will be members of the service in that branch :Provided that no such order shall be made unless the Commission have been consulted in each case.
