Section 47(1) in Chandigarh Panchayat Election Rules, 1994
(1)If any question arises regarding the interpretation of the rules otherwise than in connection with an election petition which has actually been presented, it shall be referred by the person interested or the official concerned to the Government whose decision shall be final.
