Section 19(i) in The Orissa Panchayat Samiti (Conduct of Business) Rules, 1969
(i)There shall be a book, for drawing up the minutes of the proceedings of each meeting of the Samiti. During the period of each meeting, the Block Development Officer, shall record the names of the members present in the meeting, in the minutes book, and shall obtain their signature.
