Section 11(c) in Punjab Liquor Permit and Pass Rules, 1932
(c)Consignments of spirit under these rules shall be issued under export-in-bond authorities in Form L. 36, granted by the Collector of the district in which the distillery is situate. Export-in-bond passes shall not be issued for any liquor in excess of the quantity previously sanctioned by the [Excise Commissioner] [Legislative Supplement Part III dated 28.1.72.] for the State or Union Territory of destination.
