Section 9(d) in The Orissa Service of Engineers' Rules, 1941
(d)(i)hold a degree in Engineering from an Indian University or a diploma in Engineering from an Indian Engineering College; or(ii)be an Associated Member of the Institution of Engineers (India); or(iii)hold a degree or diploma from one of the Universities or Civil Engineering Colleges in the United Kingdom enumerated in Appendix I to these rules, or have passed one of the examinations mentioned therein.
