Section 11(4) in The Punjab Cattle Fairs (Regulation) Rules, 1968
(4)The Pass Book shall remain in the personal custody of the Deputy Commissioner or the Controller, Panchayati Raj Finances who shall be responsible to see that the Pass Book is sent to the Treasury Officer at lease once a month and balanced.
