(3)Notwithstanding the provisions contained in this section on or in any rules made thereunder, it shall always be lawful for the Commissioner of City Police, Hyderabad to refuse a licence for or to prohibit the establishment of a place of public amusement or a place of public entertainment by a notorious scoundral or a bad character.
