Section 18A(1) in The U.P. Government Central Textile Institute (Ministerial) Service Rules, 1994
(1)The appointing authority shall make appointment by taking the names of candidates in the order in which they stand in the list prepared under Rules 15,16,17 or 18 as the case my be.
