Section 7(1) in Tamil Nadu Non-Resident Tamil's Welfare Act, 2011
(1)Every Non-Resident Tamilian (abroad) who has completed eighteen years of age, but not completed fifty-five years of age, shall be entitled to register himself as a member of the Fund, immediately on obtaining the emigration clearance and before leaving the State in the manner specified in the Scheme.
