Section 16(1) in The U.P. Industries Department Class IV Service Rules, 1974
(1)Appointment to the various categories of posts shall be made by the appointing authority concerned on the occurrence of substantive vacancies by taking candidate in the order which their names stand in the respective list prepared under Rule 13(5) or 14(5).
