Section 5(1) in The Orissa (State) Council of Culture Rules, 1990

(1)The Governor of Orissa and the Chief Minister, Orissa shall be the Chief Patron and the Vice-Chief Patron respectively of the General Council, Minister, Culture, Orissa and Minister, Finance, Orissa shall be the Patrons of the General Council.
