Section 28(1) in The U.P. Higher Education Services Commission (Group "C" And "D" Employees) Services Regulations, 2000
(1)If any dispute of difficulty, arises regarding interpretation of any of the provision of these regulations the same shall be referred to the Government Whose decision shall be final.
