Section 36(2)(a) in Criminal Rules of Practice and Circular Orders, 1990

(a)The Sessions Judge shall prepare a panel of Advocates to defend the accused, who has no sufficient means to engage an Advocate in a trial before the Court of Session from among the Advocates practising in the Court of Session.
