1. Photocopies of applications alongwith enclosures of selected candidates in appointment of relatives of departmental employees i.e. S/Shri Vishnu Kant Chowrasia, Krishan Pratap Singh, Ankit Dubey and Naveen.
2. Whether any disciplinary proceedings were held In the case of Om Prakash Chowrasia, S.N.Kakkar, Shilpi. If yes, provide photocopies of details.
3. Provide photocopy of resignation letter of Shri Vishnu Kant Chowrasia, who is posted as BPM/GDS in Pipat.
4. Photocopy of details of relatives of employees , inspite of ban of relatives in departmental selection process.
5. Photocopy of details of persons posted as BPM/GDS in Pipat B.O. from 1st January,2012 to 1st April,2014.

7. Describe transfer policy and names of employees whose transfer is required in HO/DO, Tikamgarh HO, Panna MDG who are not transferred for more than 10 years.

1-2-3-Action taken against Sri Parmod Vishwkarma, Superintendent , Post Offices, Tikamgarh asking bribe got job, Action taken against Parmod Vishwakarma for fake entry in the tour diary on election day, What is the time limit for record preservation? 4-5-6- Why there was no mention of reservation in the advertisement for vacancies in Jatashankar, B.O., if the post was reserved?How candidate with lower marks was selected ignoring the candidate with higher marks?Why Om Parkash Chowrasia having record of misbehavior is posted at counter of public dealing?Was the posts were advertised while appointing relatives of departmental employees. Give details of persons appointed. 7-8-Action taken by the department for claiming KVP, operating bank account including deposit and withdrawal from the account of Smt. Kamla Matele after her holder. Why the persons have not ben transferred who are there for more than 10 years.

3. Whether above posting orders were sent to Employment exchange? If yes, provide photocopy of order.
4. Number of posts for which sanction taken for engagement of BPM/GDS in MP Circle, Bhopal Office from 1st January,2012 till date.

4-5-6-7 Type-3 quarters were allotted to Postmen against the entitlement, in spite of Type-2 quarters lying vacant. How many appointments were made in Panna Sub Post-office o the post of GDS/BPM from 1st January,2012 till date, provide name,address.Also provide photocopies of applications received against the selected GDS/BPM.

1-2-3-Provide photocopy of order book Post Master, Tikamgarh from 24th Novembr,2013 to 26th November,2013.How many staff members were on duty alongwith Parmod Vishwakarma on 25th November,2013 (election day). Copies of investigations of bribe allegations against Parmod Vishwakarma 4-5-6-7- Provide photocopy of report of investigations done till date in r/o case of KVP payment of Late Smt. Kamla Matele, for which investigation is pending for the last two years.Provide photocopy of progress of investigation, as requested in RTI dt. 21.3.14 at Page 2 of 5 Point No.14.Why the record of advertisement for appointment made is not available , what is the time limit for preservation of record, action taken against the person responsible for loss of record.

1. Give details of candidates sent by the employment exchange against the appointments of relatives of department and how many were selected.
2. Whether all the qualifications and abilities were in the departmental relatives.Provide certificates
3. Give details whether there is any criteria of property for the appointment of BPM/GDS and the property should be in the same place where post office is to be operated.
4. Name and date on which the fraud case of KVP in r/o Late Smt. Kamla Matele was given for investigation and what was the report of the investigation officer. Provide photocopy.
Give reasons for delay in investigation of the above case as it is two years old now
5. If the investigation has been started, provide photocopy of interpretation of the accused or what is the status of the investigation, at what level the same is pending.

1. Total no. of appointments made from 1999 to 2002 to the post of BAM/GDS in Pohakhas(Bhiwari) and Badore(Ghuwara) and photocopy of applications received against the above appointments.
2. What investigation/action taken on Parmod Vishwakarma, mail over, Tikamgarh for conducting the poll.
3. Total No. of local employees, employees not transferred for how much period and reasons why they were not transferred. Give details of name, address, post etc.
4. Photocopy of details of employees re-posted, give details showing name, address and place of posting and re-posting.
5. Inform time limit for preservation of employment record. If the time limit for GDS/BPM is different , then separate-separate information.
6. Action taken against the Superintendent of Post Offices for occupying 2nd quarter in the departmental colony.

1. Photocopies with names and address of total no. of appointments/placements made from 1.1.2012 o till date of GDS/BPM and also on compassionate grounds.Page 3 of 5
2. In the transfer list issued by Superintendent of Post Offices in 2014-15, it is clear that communal differentiation and bribe-taking was exercised on large scale. Provide photocopy of guidelines and transfer policy.
3. Transfer polity is not adopted by Superintendent of Post Offices.There are still 12-18 persons who are not transferred in spite of their tenure for more than 10 years in the District Headquarter. Give details.
4. Inform , for how many times a person can be transferred in five years?
5. Give details why Shri Neeraj Sadhu , Dak Asstt. Tikamgarh was not transferred inspite of giving 8 applications for transfer request on the basis of his wife's illness.
6. Details of reasons and rules under which Dy.Post Master, Dharampur was transferred to Head P.O.Chhatarpur after completing tenure of one and half years.
7. Basis on which one year extension was given to Smt. Gita Verma and Pradeep Chowrasia.

1-2-3-Provide photocopy of court order and rule under which Lakhan Lal Aggarwal, Steno in Chhatarpur departmental office was punished. Give details of persons sent on OIC, Army Postal Training in Kamthi, Nagpur from 1991 to 2003 and reasons for their return.Copy of advertisement containing status of reservation of post of GDS/BPM in Jatashankar.
4-5-6-7- Provide details of pay drawal and pay fixation of Shri Ravi Kant Chowrasia, BPM/GDS posted in Pipat, Panagar w.e.f.his appointment/taking over till date. Provide photocopies of complaints made by Parmod Vishwakarma to the department and police,copies of which were sent to the department, against the appellant. 8-9-How much budget was allocated in 2013-14 for Chhatarpur division Post office and how much spent under different heads and the balance remained.Names of employees who are posted continuously for more than 10 years and reasons for not transferring them.
Grounds for the Second Appeal:
The CPIO has not provided the desired information.

The following were present Appellant: Mr. Pankaj Parasar through VC Respondent: Mr. Mustafa Khan, CPIO through VC;
The appellant stated that the information sought in all his 10 appeals is inter-related and they may be heard together and disposed of by a common order. He further stated that he has discussed the matter with the CPIO who has agreed to supply the remaining information and the appeals may be disposed of.
Decision notice:
It has been mutually agreed between the appellant and the respondent that the reaming information will be supplied by the CPIO.
The appeals are accordingly disposed of.
