Section 24(1) in U.P. Jail Ministerial and Commercial Service Rules, 1983
(1)No Office Superintendent shall be allowed to cross the efficiency bar unless he has exercised effective supervision and by his knowledge of rules and regulations has shown his usefulness to the Department and unless his integrity is certified.
