Section 52(1) in The Kerala Panchayat Buildings Rules, 2011
(1)Every habitable room shall be furnished with sufficient number of openings such as windows and ventilators affording effectual means of admission of light and air by direct communication with the external air as provided in the National Building Code of India 2005, as amended from time to time, or shall be sufficiently lighted and ventilated by artificial means.
