Section 10(4) in The Punjab Motor Vehicles Rules, 1989
(4)The fee for a duplicate licence to be issued under this rule shall be rupees twenty-five:Provided that if the licence is lost while in the custody of a court or an authority to which it has been submitted or surrendered in pursuance of the provisions of the Act or these rules, a duplicate copy shall be issued free of charge.
