Section 4(1) in The Orissa Public Libraries Act, 2001
(1)The Government shall, as soon as may be, after the commencement of this Act, by notification, constitute a body to be called the Orissa Public Library Authority which shall be a body corporate having perpetual succession and a common seal with power, subject to the provisions of this Act and the rules made thereunder, to acquire, hold and dispose of property and to enter into contracts and shall, by the said name, sue and be sued.
