Section 15 in The National Capital Region Planning Board Rules, 1985
15. Presiding Officer.
(1)The Chairman, when present, shall preside over the meetings of the Board.(2)In the absence of the Chairman, the members present shall elect from amongst themselves a member to preside over the meeting.(3)The Chairman or in his absence the member elected for the purpose of presiding over the meeting, as the case may be, shall have and exercise the right of a casting vote in all cases of equality of votes.
