(1)The Chief Officer of a Municipality may, by a general order or by an order to effect such portion of the Municipal area, as may be specified therein, prohibit, -(a)The making of excavation for the purpose of taking earth therefrom or storing rubbish or offensive matter therein; and(b)The digging of cesspool, tanks, ponds, wells or pits without his special permission.
