Section 97(1) in The Orissa Registration Rules, 1988
(1)A Special volume of Register Book 1 or 4 in the form of a file may be opened in any office for the registration of documents of temporary character in which stamp duty and registration fees are exempted or remitted and which are prepared on printed or lithographed forms of machine made paper of medium size.
