Section 9(3) in The Meghalaya Air (Prevention and Control of Pollution) Rules, 1988
(3)Either at the beginning of the meeting or after conclusion of the debate on an item during the meeting the presiding officer or a member may suggest a change in the order of business as entered in the agenda and if the meeting agenda agrees, such a change shall take place.
