Title: Situation arising out of floods in Maharashtra and the need to provide financial assitance to the people affected by heavy rains in various districts.
SHRI SURESH PRABHAKAR PRABHU (RAJAPUR): Sir, it has been ten days since the first downpour started in Mumbai. In the last ten days, the entire Mumbai city is dysfunctional. This is a very unique situation. Floods are not very unique; floods have been occurring in different parts of the country, but it is for the first time that we are experiencing that a city like Mumbai, which is the commercial capital of India, is totally dysfunctional.
Sir, there is no governance which one can feel in Mumbai. What has happened in the last ten days? People are going without water. There are many parts of the city which are without electricity. Medicines are not available. In fact, unfortunately, we are seeing that the Central Government is not paying enough attention to the issue which they should have done.
When our Finance Minister, who is sitting here, went to Mumbai, he had said that he wanted to make Mumbai the financial capital of the world. He said 'Mumbai is located between Tokyo on one side and London on the other.' He also said that Rs. 58,000 crore are collected from the city of Mumbai. Besides giving only a promise of Rs. 500 crore, nothing tangible has been provided by the Central Government. My worry is that if they do not do something immediately, the entire city, which earned such a fame and name over the last several years and which has headquarters of all the major institutions, will become totally dysfunctional and there will be great loss.
Sir, when Mumbai is suffering from this, it is over-shadowing the fact that adjoining areas of Konkan, Thane and Marathwada are also suffering immensely. How many people have died is still not known. The official figure is 1,000, but probably in Konkan alone, there could be 2,000 people who are missing now. Therefore, this is a very serious issue. So, I would request the Government and the Leader of the House, who is present here, that just like they sent the Army there, immediately they should send a management team because there is management failure. As I said the other day, 'disaster management' is in fact 'disaster in management'. There is no management visible. The people are suffering. Therefore, my earnest request would be that they should immediately send this. The insurance claims of the people should be settled at the earliest. Now, the Government should provide immediately the seeds and other inputs to the farmers who have lost their crops so that farming can start immediately.
I would also request that power, drinking water and medicines should be provided on an emergency basis, and the Central Government should not just wash their hands off saying that it is the issue of the State Government. They must rush to their rescue because not even one per cent of the money, which is collected by the Central Government, is given back to them. It is high time that we do not just talk about Mumbai only when some help is needed, but we must also help Mumbai when it needs help.

श्री रामदास आठवले (पंढरपुर) : अध्यक्ष महोदय, महाराष्ट्र के कई इलाकों और खासकर मुम्बई में वर्षा से जो संकट आया है उससे करोड़ों लोगों का जीवन बरबाद हो गया है।
अध्यक्ष महोदय, इसलिए हम आपके माध्यम से केंद्र सरकार से मांग करते हैं कि जिस तरह सुनामी के लिए भारत सरकार ने २ हजार करोड़ रुपयों की मदद की थी, उसी तरह मुम्बई और महाराष्ट्र के २५ जिलों में नुकसान हुआ है, उसकी भरपाई करने में मदद करे। महाराष्ट्र में कम से कम एक हजार लोगों की मृत्यु हुई है और करोड़ों रुपयों नुकसान हुआ है। फसल भी बरबाद हुई है और इसलिए हमने बार-बार सरकार से मांग की है कि प्रभावित लोगो को तुरंत सहायता उपलब्ध कराई जाए। मुम्बई और कोंकण चिनार पट्टी में होने वाली बारिश से लोगों के घर में पानी घुस गया है, वहां बिजली की सप्लाई बाधित हो गई है और लोगों के पास खाने के लिए अनाज नहीं है।…( व्यवधान)

श्री रामदास आठवले : पहले एनडीए की सरकार थी और अब हमारी सरकार है। सिर्फ ५०० करोड़ रुपयों से इस समस्या का समाधान नहीं हो सकता है। मुम्बई हमारे देश की आर्थिक राजधानी है और ४० हजार करोड़ रुपया मुम्बई से भारत सरकार को टैक्स प्राप्त होता है। महोदय, हमने पांच हजार करोड़ रुपयों की मांग की थी। मुम्बई को इकोनौमिक कैपिटल का दर्जा दिया गया है।

श्री रेवती रमन सिंह : माननीय अध्यक्ष महोदय, मुम्बई सपनों का शहर है। जैसे दुनिया में लोग घूमने के लिए न्यूयार्क जाते हैं, उसी तरह भारत में लाखों लोग मुम्बई जाते हैं और लोगों को वहां कारोबार करने के अवसर भी प्राप्त होते हैं।
मान्यवर, पिछले १० दिनों में जितना पानी वहां बरसा है और मुम्बई में कहर बरपा है, वह बयान नहीं किया जा सकता और जो नुकसान वहां पर हुआ, वह अभूतपूर्व है। सबसे दु:ख की बात है कि १० दिनों तक लोगों को पीने के लिए पानी नहीं मिला, बच्चों को खाने के लिए ब्रेड और दूध नहीं मिला। प्रदेश की सरकार बार-बार कहती रही कि हम व्यवस्था कर रहे हैं, लेकिन मान्यवर कल तक कहीं कोई व्यवस्था नहीं हो पाई थी। यह प्रदेश की सरकार पूरी तरह निकम्मी साबित हुई है और मैं केंद्र सरकार से अपील करूंगा कि केंद्र सरकार हस्तक्षेप करे। मुम्बई से भारत सरकार को ५५ हजार करोड़ रुपयों का टैक्स प्राप्त होता है।…( व्यवधान)

श्री रेवती रमन सिंह : महोदय, चेन्नई, बैंगलोर और त्रिवेंद्रम के टैक्स को मिला लिया जाए तो उससे ज्यादा टैक्स मुम्बई से प्राप्त होता है। इतना टैक्स और किसी जगह से प्राप्त नहीं होता है।

श्री रेवती रमन सिंह : माननीय प्रधानमंत्री जी ने कहा था और वित्त मंत्री जी भी यहां बैठे हैं, कि मुम्बई को शंघई बनाएंगे। महोदय, मुम्बई को शंघई बनाने की बात कौन कहे, आज मुम्बई भारत का सबसे बदनसीब शहर बन गया है।

This is a very important matter. It is a national problem and because of its importance, I am allowing this issue. There is a running commentary and disturbance going on. श्री मोहन रावले : अध्यक्ष महोदय, मुम्बई सहित, पूरे महाराष्ट्र में, भारी वर्षा के कारण अब तक हजार से ज्यादा लोग मर चुके हैं। अकेले मुम्बई में ५२५ मरे, ठाणे में ३०० लोग मरे। पूरे महाराष्ट्र में हजारों की संख्या में लोग भारी वर्षा के कारण मरे हैं। टोटल मुम्बई में पानी ही पानी है। ये लोग उसे शंघाई बनाने की बात कह रहे थे। ये उसे शंघाई तो नहीं बना पाए, लेकिन वह वैनिश हो गई।
अध्यक्ष जी, मैं आपके माध्यम से सदन को बताना चाहता हूं कि अकेले मुम्बई शहर से सरकार को ५७,७२३ करोड़ रुपए का राजस्व मिलता है और सरकार ने मुम्बई को केवल ५०० करोड़ रुपए की सहायता दी है। मुम्बई को १५ से २० हजार करोड़ रुपए का नुकसान हुआ है। वहां २१ हजार चालें डिलैपिडेटेड कंडीशन में हैं। अनेक झोंपड़ियां बह गई हैं और अनेक मकानों में पानी भरने से उनके गिरने का खतरा पैदा हो गया है। सिर्फ अकेली मुम्बई में ही नहीं बल्कि पूरे महाराष्ट्र में, ठाणे, कल्याण और डंबोली आदि सभी क्षेत्रों में दो-दो और तीन-तीन माले तक पानी भर गया है। बाढ़ से बचाव का परमानेंट सॉल्यूशन होना चाहिए, नालों की सफाई होनी चाहिए। ठाणे लोक सभा क्षेत्र के हमारे माननीय सदस्य श्री प्रकाश परांजपे यहां मौजूद हैं। उन्होंने भी बताया कि सभी क्षेत्रों में वर्षा का पानी चला गया है और बहुत नुकसान हुआ है।

श्री मोहन रावले : महोदय, पानी निकालने की परमानेंट व्यवस्था होनी चाहिए और जहां वर्षा का पानी भर जाए उसे निकालना चाहिए। आज हालत यह है कि मराठवाड़ा, रायगढ़, कोंकण, सांगली और पुणे आदि सभी जगह पानी ही पानी भरा हुआ है। …( व्यवधान)

श्री मोहन रावले : महोदय, मैं आपके माध्यम से सरकार से प्रार्थना करना चाहता हूं कि अकेले मुम्बई को केन्द्र सरकार को सहायता के रूप में कम से कम ५००० करोड़ रुपए देने चाहिए और पूरे महाराष्ट्र को १०,००० करोड़ रुपए तुरन्त देने चाहिए। रेलें बन्द हैं जिससे स्थिति बहुत चिन्ताजनक हो गई है। …( व्यवधान)
