Section 24(2) in The U.P. Rice and Paddy (Levy and Regulation of Trade) Order, 1985
(2)The State Government may, for reasons to be recorded in writing, exempt any lot of paddy or rice from levy wholly or partly if the stock in whole or part is unfit for storage or unfit for sale from fair price shops.
